The situation in Angola
Note by the President of the Security Council (S/2001/363)

I should like to inform the Council that I have received a letter from the representative of Angola, in which he requests to be invited to participate in the discussion of the item on the Council’s agenda. In conformity with the usual practice, I propose, with the consent of the Council, to invite that representative to participate in the discussion without the right to vote, in accordance with the relevant provisions of the Charter and rule 37 of the Council’s provisional rules of procedure.
There being no objection, it is so decided.

The Security Council will now begin its consideration of the item on its agenda.
The Security Council is meeting in accordance with the understanding reached in its prior consultations.
Members of the Council have before them document S/2001/363, which contains a note dated 16 April 2001 by the President of the Security Council, circulating the letter dated 16 April 2001 from the Chairman of the Security Council Committee established pursuant to resolution 864 (1993) concerning the situation in Angola, enclosing the addendum to the final report of the Monitoring Mechanism on sanctions against UNITA, which has been submitted pursuant to paragraph 6 of resolution 1336 (2001).
I call on the Ambassador of Ireland, Chairman of the Security Council Committee established pursuant to resolution 864 (1993) concerning the situation in Angola, to update the Council on any remaining adjustments to the draft resolution before us.

I am pleased to inform members that, following your suggestion this morning, Sir, and as a result of further consultations, we appear to have resolved some expressed concerns surrounding the draft resolution.
The draft reflecting the agreement is before members for their consideration. I might perhaps read out the revised text of the new draft fourth preambular paragraph, as agreed:
“Recognizing the importance attached, inter alia, to the monitoring, for as long as is necessary, of the implementation of the provisions contained in resolutions 864 (1993), 1127 (1997) and 1173 (1998);”
I hope that members will now be able to agree on this revised text.

May I take it that the draft resolution in the document before the Council (S/2001/379), as orally revised in the proposal made by the Ambassador of Ireland, is accepted by members of the Council as a presidential text?
It is so decided.
It is my understanding that the Security Council is ready to proceed to the vote on the draft resolution (S/2001/379) before it, as orally revised in its provisional form. If I hear no objection, I shall now put the draft resolution to the vote.

There were 15 votes in favour. The draft resolution, as orally revised in its provisional form, has been adopted unanimously as resolution 1348 (2001).
