The Assembly has before it seven draft resolutions recommended by the Special Political and Decolonization Committee (Fourth Committee) in paragraph 32 of its report, and a draft decision recommended by the Committee in paragraph 33 of the same report. We will now take a decision on draft resolutions I through VII and on the draft decision, one by one. After all the decisions have been taken, representatives will again have the opportunity to explain their votes.

Draft resolution I is entitled "Question of Western Sahara".

The Special Political and Decolonization Committee adopted draft resolution I without a vote. May I take it that the Assembly wishes to do likewise?

This draft resolution is in two parts. Part A is entitled "General". Part B is entitled "Individual territories".

I am making this statement after the adoption of draft resolution IV, on small Territories. My delegation joined the consensus on the resolution on small Territories because it serves to reiterate the call for the international community, including the wider United Nations system, to fulfil its obligations to facilitate the self-determination and subsequent decolonization of those Territories.

Like all draft resolutions adopted by the Special Committee on decolonization, the draft resolution on the small Territories was approved only after considerable discussion by the members of the Committee and only after analysing the available information about the situation on the ground in the Territories themselves. In that connection, the input of the people of the Territories is most useful in understanding the dynamics of the continued dependency arrangements, which are inconsistent with democratic governance.

Accordingly, the key to the realization of the decolonization mandate of the General Assembly lies in the implementation of Assembly resolutions by the relevant bodies of the wider United Nations system and Member States alike.

We are of the view that decolonization resolutions could be even further strengthened through the resumed formal participation of administering Powers in the work of the Special Committee, in a spirit of cooperation where many of the issues contained in the draft resolutions are thoroughly discussed, debated and clarified. The input of the administering Powers at that time would be most welcome, and would be an important contribution to the decolonization process. In that connection, we look forward to the initiation of further dialogue on these issues during the Special Committee on Decolonization's consideration of those matters in 2006.
